If the problem persists . . .
Pray for wisdom, as James said.
If the people in a community reject the Lord Jesus Christ after a reasonable time of serving them, He commands us to 'shake the dust' from our feet (leave them). Make sure first that what they reject is not merely our irrelevant methods of evangelism or worship. Some Christian workers fail to love the people enough to respect their culture; they force seekers to follow man-made rules that violate both Scripture and local culture, in order to join a congregation. Unfortunately, this error is very common among workers who enter other cultures, and violates Paul's command to "be all things to all people" in order to win them to Christ, in 1st Corinthians 9:2.
Many workers who have successfully fostered a movement for Christ with God's help have had to 'shake the dust' and leave the first people that they tried to evangelize. However, most of these did not have to change their place of residence. They simply focused on a different segment of the population, usually people of a lower educational and economic level, a more receptive sub-culture. Such a shift of focus in obedience to God has led to a breakthrough in many places resulting in a church planting movement. In several cities the apostle Paul shifted his focus from the Jews to Gentiles, before the new flocks began to multiply, and the same thing happens today when God's workers are humble enough to their focus onto 'the fields that are ripe for harvest.'
