o Define program purpose, goals, and objectives
o Establish referral procedure
o Design sentencing options
o Design additional program services
o Determine logistical issues (e.g. when, where, and how often teen court will       be held)
o Develop By-laws for operations of agency/program

April 2002

o Develop public relations materials
o Develop a plan for program evaluation
o Develop procedures for effective case management
o Identify/solicit information from service providers in the community
o Negotiate and develop interagency agreements
o Develop necessary program forms
o Define youth volunteer roles
o Define adult volunteer roles

***  ATTEND NATIONAL YOUTH COURT SUMMIT

May 2002

o Develop volunteer application, screening, and selection process
o Educate referral sources on program and referral process
o Develop volunteer recruitment plan (adults and youth)
o Develop youth volunteer training program and training materials

June 2002

o Develop adult volunteer training program and training materials
o Recruit volunteers
o Identify/select training facilitators

July 2002

o Conduct youth volunteer pre-service training
o Conduct adult volunteer pre-service training
o Evaluate volunteer training programs and make necessary changes

August 2002

o Conduct a series of 3 mock trial ceremonies
o Solidify last minute preparations

September 2002  ***NATIONAL YOUTH COURT MONTH***

o Conduct volunteer Swearing in ceremony
o Conduct first teen court session
o Conduct In-service volunteer training
o Evaluate the development and implementation process

October 2002 --- ONGOING>>>

o Recruit volunteers

o Conduct mock trial ceremonies for press and training
