Each year ASPA recognizes the significant contributions made to ASPA, and the profession of public administration, by distinguished and hard-working public servants. ASPA's extensive awards program advances excellence in public administration by identifying and illuminating outstanding achievements worldwide.

Community Balanced Scorecard Webinars

Two online seminars on the Community Balanced Scorecard are now posted for free viewing anytime at http://www.sam-lg.org/event_teasers on the website of the community of practice for Strategy Aligned Management-Local Government.  Community Balanced Scorecards align key community collaborators (e.g., government, non-profits, local businesses) behind a common strategy to achieve measurable outcomes.  The collaborators are accountable to each other and the community for their own specific actions and interim measurable results intended to contribute to the long-term outcomes desired by the community. The new methodology unites results-focused community building practices of the Effective Community Governance Model with the strategy alignment of balanced scorecard, and should especially interest practitioners and researchers interested in how communities or regions can achieve measurable results on big issues that government cannot address successfully on its own.

Webinar presenters are Paul Epstein (former NY Metro ASPA President) and Lyle Wray, co-authors of "Results That Matter" (Jossey-Bass, 2006).  See

The NY Metro Chapter ASPA joined the Civic Alliance to Rebuild Downtown New York.  The Alliance is a collection of over 100 civic, professional, community, labor, business, and university groups who have joined together to forge a common vision for rebuilding that represents the aspirations, memories, and pride of the city and region.

          The American Society for Public Administration (ASPA) is a national professional organization dedicated to better government and excellence in the public service.  Established in 1939, ASPA is the largest and most prominent professional association in the field of public administration with a diverse membership of more than 10,000 practitioners, academicians and students.

          The New York Metropolitan Chapter of ASPA, comprised of approximately 300 members and supporters, offers a number of opportunities for professional development in the field of public administration.  The Chapter's speakers' series and conferences are just some of the ways New York Metro ASPA members learn, develop and network with other public service professionals at the local level.  The Chapter also sponsors public service scholarships and awards, student essay contests, and an annual awards dinner meeting.  New York Metro ASPA publishes a newsletter informing members on what's new in the local public administration community and reports on the achievements of the Chapter's governing board.

2007 Chapter Elections:
The Chapter 2007 Nominations Committee (Chaired by Stephen Rolandi) has certified the results for the Chapter Election.

Jeanne-Marie Col has been elected as Chapter President.

Usha Narasimhan has been re-elected as Chapter Vice-President.

Paul F. Gallo, Pilar Gorordo-Rolandi, and Stephen Parker have been re-elected to the Chapter Council.  Joining these three returning Council Members will be five new Council Members: William Anthony Allen, Deborah Bula, Patricia L. Caines, Lorraine Motola, and Pamela E. Ransom.

The Fourth Sino-US International Conference on Public Administration
Call for Papers
Theme: Improving Government Performance
Time: June 7th to 8th, 2008

Dear Colleagues,

The American Society for Public Administration, the School of Public Affairs and Administration of The State University of New Jersey (Rutgers)-Campus at Newark,  and the School of Public Administration of Renmin University of China will jointly organize the Fourth Sino-US International Conference on Public Administration on the Rutgers-Newark campus (Newark, New Jersey-adjacent to New York City) from June 7th to 8th, 2008.

Since 2002, The Sino-US International Conference on Public Administration has been held every other year, with the widest scope and the largest number of attendees among conferences and exchanges between China and the US in the field of Public Administration. In the years 2002, 2004 and 2006, almost 500 experts have participated in the conference.

The proceedings of the 2002 and 2006 conferences were published by China's Renmin University Press in Beijing, and the 2004 proceedings by the School of Public Affairs and Administration at Rutgers-Newark. The 2008 collection will be published in the US after the conference. Selected papers will be invited for submission to the Chinese Public Administration Review (www.aspachina.org).

Theme: Improving Government Performance
Sub-topics:
1.  Strategies and comprehensive plans for improving government performance
2.       Theoretical framework for government performance management
3.   Technical innovations for government performance management
4.   Indicators and benchmarks for government performance evaluation
5.       Performance management based on E-Government
6.  Data collection methods and analysis of performance evaluation metrics
7.        Comparative research on international experiences in government performance management
8.        Construction and optimization of operational processes in governmental sectors
9.        Performance appraisal and evaluation of public servants
10.      Central (Federal) government performance evaluation and management
11.   Local (municipal) government performance evaluation and management
12.   Government purchasing policies and government performance (contracts and oversight)
13.  Human Resource investments (training, personnel evaluation, etc.) in improving government performance
14.        Public-private networks
15.      Non-profit organizations: development, performance and evaluation

Although a preference will be given to papers and/or cases related to the above sub-topics, other papers and case studies in all fields of public administration will be considered. Please indicate the sub-topic you choose when submitting your abstract.

How to join the conference

Please submit an abstract before December 1, 2007. Drafts of complete papers will be expected prior to January 31, 2008. The Organizing Committee will release the formal participants list by March 15, 2008 and send formal invitations by then. For each paper, only one author can be invited. About 70 experts from China will attend the conference, and an equal number of US participants are anticipated.

Fees

1. Hotel: Participants are responsible for hotel charges themselves. The Organizing Committee will help participants to reserve rooms if needed. The charge will be about $125 per night.
2.        The Organizing Committee will provide working meals during conference days.
3.   The Registration Fee is $40. (Accepted U.S. and International participants should send their registration and fee to Rutgers University by April 15, 2008)

(For Chinese participants)
Step A. Each participant pays registration fee to Chinese contact persons before Mar. 15, 2008.

Step B. Organizing committee sends a formal invitation and a receipt for $40 to participant.
Step C. Participant shows receipt and receives formal invoice in the US.
