Moldovan Adoption
Children available from Moldova are of Russian Romanian ancestry.  Moldova was once a part of Romania but came under Russian rule in 1940.  The majority of the people speak Romanian but there is also a strong influence of Russian in the country as well.  The children are Caucasian with blonde, brown, or black hair and they are available in all ages and sexes.  Children under 1 year of age are rare.  These are beautiful, sweet, very bright children who are in need of loving homes and "forever families".  Many of the children are abandoned at birth and are spending their lives in an orphanage.  The orphanages are very poor and clean.  The staff of the orphanages care a great deal about the children and desire a better life for them.  The children sing songs and love music.  Lack of food in the orphanages as well as few caretakers contribute to typical orphanage type problems such as poor nutrition, developmental delays and delayed motor skills.  ADOPTION is their

Latest News on Moldovan Adoptions:
The country of Moldova has recently re-opened its doors to international adoptions.  Changes have been made to the process and procedures that must take place.  Now, all children available for adoption are published in the Official Governmental Gazette (Official Monitor).  Six months are given to Moldovan adoptive parents to choose children from this list.  After the six month time period, children who remain on the list become available for International Adoption.  This means that at the time children become available for International Adoption, they are atleast 6 months old.  Many children will be older than 6 months at the time of referral because a child may be adopted only if it has a status of an orphan.  To determine this status, according to the new Family Code, the statement of relinquishment should be signed not only by mother or both parents, as it used to be in the past, but by grandparents (if any), or other existing relatives.  Depending on the timing of this procedure and the time of publication in the Official Monitor, a child may already be several months old, then another six month waiting period before it becomes available for International Adoption.  Therefore, Moldova would be a great choice to adopt from if you are looking to adopt a toddler!  (12 months +) 




















Travel
During the adoption process, atleast one of the parents has to travel to Moldova twice.  Travel is anywhere from 3-9 months after referral.  Two trips of about one week are required for atleast one spouse.  The first trip is for the court session and the second trip to pick up the child.  The second travel date will take place not earlier than 15 days after the day of the court session.  If the adoptive parents would rather stay in Chisinau these 15 days and visit the child in the orphanage, they can choose to do so.

There was a recent list of 22 children available for adoption which was published on September 12, 2003. Dossier
After gathering your dossier, it is submitted and registered first at the Moldova Adoption Committee and then remitted to the Child Protection Department where the inspector matches the children available for adoption to families.  The period after the dossier is submitted and before a referral is made may last for several months depending on the situation with the publication in the Official Monitor, and availability of the requested child.  Presumably, parents will have to wait under 6-8 months for a referral of a child under 2 years, and less than six months for older children.  After a match is found, parents receive the referral and in a 30 day period they have to decide on whether they accept the child referred to them, or not.  If the answer is yes, the court proceedings start and then the day of the court session is fixed.
